The Maryland General Assembly convened on January 8, 2025. Our legislators and Governor Moore have been very supportive of legislation to improve the lives of animals in Maryland. Maryland Votes for Animals looks forward to working with the 2025 Maryland General Assembly – and you – to pass the bills on this year’s 2025 Humane Agenda!
Stacking Animal Cruelty Offenses – Senator West/Delegate Embry
Ensure that in cases where an individual is accused of cruelty to multiple animals that charges can be brought for each animal.
Pet-Friendly Housing – Senator Love/Delegate Stein
No family should have to choose between their pets and a home. This bill would address the shortage of pet-friendly housing by requiring affordable housing units to accept pets.
Unnecessary Animal Testing – Senator Kramer/Delegate Cullison
End the use of animal testing where federally approved, human-relevant alternatives are available and in use.
Gameyards Restrictions – Senator Kramer/Delegate Allen
Prohibit gameyards, facilities where roosters are bred and sold for cockfighting, which is illegal in Maryland.
Cage-Free Maryland – Delegate Terrasa
Ban the cruel confinement of egg-laying hens in battery cages, typically the size of a standard iPad, where a hen is unable to spread its wings.
Use of Lead Ammunition – Senator Lewis Young/Delegate Allen
Phase out the use of toxic lead ammunition for hunting in Maryland to protect the wildlife, including Bald Eagles, who scavenge hunted deer.
